SB 1215 would eliminate In-office Ancillary Services Exception (IOASE) for Urology Imaging in California
CUA alerted its members on March 31 that Senate Bill 1215 introduced in the California Senate by Sen. Ed Hernandez (Dem. W. Covina) had been amended to remove the in-office ancillary services exception (IOASE) for advanced imaging and radiation oncology from the state’s self-referral regulations.
The CUA leadership has acted swiftly mobilizing its “Rapid Response Network” and coordinating closely with AUA, AACU, LUGPA and other societies at a state and national level and will look to plan legislative meetings in Sacramento at the CMA Legislative Leadership Conference on April 22 as part of its grassroots strategy.
This apparent sneak attack at the state level is what has been presented in numerous health policy meetings highlighting the role of state societies. The California urology community is now in that living lab for two major issues (MICRA and now IOASE) that threaten quality urologic care in California. The ACA has blurred the lines of federal and state health policy to the point that it’s imperative that we learn in this lab.
The text of the bill specifically singles out urology and is therefore unusual both in its inception and language.
Its becoming very clear after a series of local & national discussions that the April 22 CMA Legislative Leadership Conference is going to be a critical opportunity to get focused messaging out. CMA Legislative_Leadership_Agenda

CMA Legislative Leadership Conference

The California Medical Association (CMA) will host its 40th annual Legislative Leadership Conference on April 22. The conference will be held at the Sheraton Grand in Sacramento.
Attendees will go to the Capitol in the afternoon to meet with legislators on health care issues. The meetings will be scheduled and coordinated by local county medical societies.
This is a unique event for California physicians and is free of charge to all CMA members. Plan to join more than 400 physicians, medical students and CMA Alliance members who will be coming to Sacramento to lobby their legislative leaders as champions for medicine and their patients.
